Since its Green Paper on the subject in 1997, the European Commission has defined convergence as “the ability of different network platforms to carry essentially similar kinds of services”. Fifteen years later, this convergence is gradually becoming a reality, and even going beyond the scope initially conceived by the Commission.

Electronic communications networks and services have indeed become part of a vast transformation that has unified once distinct technical systems (Wi-Fi, ADSL, FttX…) around IP architecture and data services, supplying seamless high-speed and ultra-high-speed connectivity using both fixed and mobile infrastructure, and a progressive unification of once distinct fixed and mobile service offerings.

This trend is being sustained by technological innovations, whether unified fixed-mobile all IP core networks and backhaul networks or fully optical local loops, which enable more efficient transmission of fast and ever-growing streams of data traffic. According to Cisco, global IP (fixed and mobile) traffic is expected to increase by 23% a year between 2012 and 2017, going from 44 to 121 exabytes a month. This explosion in traffic translates the emergence of new user habits and new equipment, meeting the needs of businesses, individuals and public services.

These profound changes have implications for operators’ business models and for how the different stakeholders are positioned along the value chain. They also have repercussions on the regulation governing these market players.
